ACCOUNTING TECHNICIAN

DESCRIPTION
Under the direct supervision of and directly reporting to the Director of Health, the Accounting Technician will be responsible for a large number of payroll, benefits, financial and administrative duties. The successful candidate will possess knowledge and experience which will enable him or her to provide guidance, technical assistance and support to all staff at the Health Centre.
DUTIES:
 Oversees financial activities on a day-to-day basis and ensures that such activities are being carried out in accordance with the directions of the Muskoday First Nation Financial Policy & Procedures Manual, the Muskoday First Nation Policies and Procedures Manual and with the terms and conditions of agreements and contracts;
 Maintains all financial aspects for the Muskoday Community health Centre as assigned;
 Provides financial reports for staff, the Director of Health, the Executive Director, and Chief and Council to review monthly;
 Prepares periodic financial reports for review by the Director of Health and program staff, according to the terms and conditions of the funding agreements and coordinates submission of these reports with required written reports from other staff;
 Liaises with health staff to provide assistance where necessary with budget and financial statement management;
 Assists in the financial orientation of new staff members;
 Maintains a system of updating all leave credits and overtime credits for all staff;
 In conjunction with the Director of Health, assumes operational responsibility for all matters related to finance, including:
 Processes staff timesheets and payroll, including all deductions for remittance;
 Maintains a chart of accounts for all program activities;
 Ensures the financial statements are current;
 Maintains a strong orderly financial filing system for vendors, staff and others as per the established process;
 Enters data into the computer and processes backups;
 Monitors payment discrepancies, refunds, returns and miscellaneous charges;
 Reviews and maintains all payables, receivables, cheque requisitions and expense reports;
 Prepares all payments for the Health Department, as per established processes and procedures;
 Ensures that all payments are supported by appropriate documentation as per the established procedures;
 Reconciles department accounts monthly and prepares reports to present to management;
 Completes bank reconciliation;
 Monitors budgets and advises Director and staff member of any concerns;
 Completes T4’s;
 Assembles financial data for audits;
 Meets all assigned deadlines;
 Responsible for tracking and keeping inventory for Health Centre property;
 Assists with other accounting projects in the office;
 Other related duties.
QUALIFICATIONS:
 Commerce degree and/or designation;
 Three (3) years experience in accounting and supervision;
 Must be able to work with Sage Simply Accounting and all Microsoft Office programs;
 Must demonstrate excellent organizational, interpersonal and communication skills (both oral and written);
 Must be able to interpret and apply policies and procedures when performing assigned tasks;
 Must be able to maintain sensitive and confidential information;
 The successful candidate must have a clear and clean CPIC and Vulnerable Sector Check;
 Must be bondable;
 Knowledge of MFN Governance structure would be an asset;
 Must have a valid SK driver’s license and a reliable vehicle;
 Experience working with First Nations communities/people would be an asset;
 Adhere to Muskoday First Nation, Alcohol and Drug Free Workplace Policy.
